Jackson, TN Trash & Recycling: Dumpster Rules (2026)

Under § 17-305(1), the City of Jackson's contractor supplies dumpster and non-temporary roll-off container service to all commercial and industrial units to protect public health and safety. A non-temporary roll-off container, defined at § 17-201, is for users who need the container six consecutive months or more; those customers must call the city to arrange collection, distinguishing them from temporary construction-site rentals obtained on the open market under § 17-302(3). Section 17-305(4) fixes placement: dumpsters and roll-off containers go in an accessible, outside location on a hard surface, as agreed between the business and the contractor, so trucks can service them without obstruction.

Regular collection runs Monday through Friday and Saturday until noon, at a frequency the business and contractor agree on under § 17-305(5). The contractor furnishes the dumpsters and roll-offs themselves, though businesses may run their own compactors if compatible with the collection equipment; whoever provides the container must keep it in good, safe repair. If dumpster service is impractical for a location, in the director's opinion, the city instead furnishes that business a polycart. Special waste, such as approved non-friable or asbestos material cleared by the Tennessee Department of Environment and Conservation, is collected on rates and terms the business negotiates directly with the contractor under § 17-305(3).

Fees for use of the municipal disposal site and the monthly service charge itself are billed under §§ 17-501 and 17-502, based on container type and size, with accounts considered delinquent ten days after billing.
