Johns Creek Code Sec. 42-29 governs where solid waste carts may sit. Containers may not be stored on public rights-of-way and may not block any sidewalk, street, driveway, fire lane, or intersection sight line, and they must be removed from the collection point within 24 hours of service.
Container placement is set by Sec. 42-29 of the Solid Waste chapter. Stored containers shall not be on public rights-of-way and must be located so they do not interfere with, block, obstruct, or impede the normal use of any sidewalk, street, alley, driveway, or fire lane, and so they do not block sight distance at street, road, or alley intersections. Critically, Sec. 42-29(f) requires that containers be removed from the collection point within 24 hours of service - meaning carts should not be left at the curb long after pickup day. The same section requires containers to have stable, fitted covers to prevent blowing or scattering refuse and to keep animals out, to be kept clean and in good repair, and to be marked with the hauler's name and phone number in letters at least three inches high. Because haulers are assigned to geographic zones with designated collection days (Sec. 42-27), residents should set carts out for their zone's day and bring them back promptly afterward. These placement standards work alongside the city's property-maintenance rules, which treat improperly stored containers and rubbish accumulation as code violations.
Leaving carts on the right-of-way, blocking sidewalks or sight lines, or failing to remove them within 24 hours of service can prompt a Code Compliance notice and, if uncorrected, a citation under the general penalty (Sec. 1-7): up to $1,000.00 and/or six months, each day a separate offense.
