Placement, not just container type, decides whether the city's contracted hauler will pick up a household's refuse. Section 8.04.090 requires occupants with alley access to place receptacles at the alley for the regular collection route; the alley is the default because that is the route the contractor's trucks run. Only where alley collection is not practicable does the section shift the obligation to curbside placement, and even then the occupant must set the can at the curb in front of the premises or at whatever point the contractor designates, which lets the contractor standardize routes on streets where alley access varies house to house.

Placement works together with the container rules in § 8.04.070: a can that is oversized, undurable, or missing a flytight cover can be refused at either the alley or curb location, and a receptacle that is damaged, has lost its cover seal, or has sharp edges under § 8.04.080 is treated as a nuisance and, if not removed before the next scheduled collection, may be confiscated regardless of where it was set out. Weekly collection itself is guaranteed under § 8.04.060 only when the refuse is properly stored and placed under this chapter, so a can left in the wrong spot risks a missed pickup even though the household paid for weekly service on its water bill under § 8.04.130.
