Lake Havasu City's refuse chapter treats improper disposal as a flat prohibition rather than a graduated fine schedule. Section 8.04.050 states simply that it is unlawful to dispose of any garbage, refuse or ashes anywhere in the city excepting in a properly designated and approved sanitary landfill, which reaches dumping on vacant lots, washes, desert parcels, and alleys just as much as public streets. The surrounding sections in Chapter 8.04 fill in supporting rules: § 8.04.020 requires garbage to stay in a tightly covered container rather than sit exposed, § 8.04.030 bars letting dust, ashes, or trash blow away uncontained, and § 8.04.040 separately makes it unlawful to deposit or let material fall from a vehicle onto any public street or alley.

Unlike several neighboring sections, § 8.04.050 carries no built-in penalty clause of its own, so the general penalty in § 1.08.010 controls: any person found guilty of violating a provision of the Lake Havasu City Code is guilty of a misdemeanor, punishable by a fine of up to $2,500, imprisonment for up to 6 months, or both, and each day the violation continues is charged as a separate offense. That makes illegal dumping a criminal matter rather than a civil citation, in contrast to the $1,000 civil caps that Title 6 uses for animal nuisances.

Regular refuse collection for city water customers runs through a contractor under § 8.04.060, with fees set in Chapter 3.20, but that lawful collection system does not displace the ban on dumping refuse outside the approved landfill.
