Residential collection under Lake Havasu City Code § 8.04.070 depends on using the right container: rigid cans must have handles or bails so the collecting agency can lift them, and no residential container may exceed 30 gallons capacity. Containers of pliable plastic or treated paper are allowed only for single-service, disposable use rather than as a permanent can. Section 8.04.080 separately treats a receptacle that has deteriorated, lost a secure-fitting cover, or developed jagged or sharp edges as a nuisance; if it is not removed before the next scheduled collection, the city or contractor may confiscate it.

Once refuse is set out, § 8.04.170 protects it from anyone but the city's licensed hauler: it is unlawful for any unauthorized person to collect, scavenge, or disturb solid waste stored in a can, container, bin, or other receptacle, or to pull items back out of a receptacle set out for pickup. That scavenging ban does not reach law enforcement officers or city employees acting in their official duties, and § 8.04.110 separately bars using a neighbor's collection point or container for waste that did not come from the premises the receptacle serves.

Together the sections mean a resident's own properly sized, intact can is protected once it is set out, but the resident is equally responsible for keeping that can in good repair and not routing outside waste into someone else's service.
