Under § 8.04.060 of the Lake Havasu City Code, the collection of refuse from individual residences that receive water service from the city is handled by a contractor hired by the city rather than by city crews directly. The contractor must maintain a local office within the city where residents can lodge complaints and must give the City Clerk its service telephone numbers, so a resident who misses a pickup or has a dispute calls the contractor's office, not Public Works. Collection must reach every qualifying premises at least once each week, but that weekly guarantee is conditioned: the refuse has to be properly stored for collection in a container or containers that comply with the chapter's storage rules in § 8.04.070, meaning durable, liquid-tight, flytight-covered cans of no more than 30 gallons for residential use.

Fees for this weekly service are set under Chapter 3.20 and, per § 8.04.130, are billed on the same statement as the household's water service; unpaid refuse charges carry the same 10-day cutoff notice and discontinuation process that applies to water bills, with service not cut off until a bill is at least 30 days past due. Nonresidential customers, covered separately under § 8.04.150, receive service from the same contractor but at fees set by the Common Council by resolution rather than the residential schedule.

A resident who believes a pickup was skipped in violation of the once-a-week guarantee should first contact the contractor's local office using the number on file with the City Clerk before escalating to Development Services code enforcement.
