Section 15-405 of the Louisburg City Code, in Chapter 15's solid waste article, sets the physical standard for the container a resident places out for pickup. A container the resident owns cannot exceed 30 gallons in capacity, and it must be made of galvanized metal or another non-rusting material of substantial construction. Every container needs a tight-fitting lid that keeps it lead-proof and fly-tight, and it must have handles sturdy enough to allow lifting, since collection crews and equipment rely on those handles during pickup.

The code also allows plastic bags manufactured specifically for garbage and refuse disposal to stand in for a rigid container, provided the bags are securely closed. Whichever option a resident uses, Section 15-405 requires garbage to be drained of all liquids before it goes into the bag or container, echoing the wrapping duty in Section 15-408. Read together with Section 15-404's duty on every owner or occupant to provide an approved container at their own expense and keep waste from accumulating near a structure, these rules exist to stop leaking, overflowing, or oversized containers from becoming a nuisance or attracting pests.

The code does not print a separate screening or curb-placement rule for residential carts; the 30-gallon capacity, material, and lid specification in Section 15-405 are the enforceable standard. A container that does not meet this specification, or that is allowed to overflow, exposes the owner or occupant to the same general penalty that applies to the rest of the solid waste article.
