Louisburg, KS Trash & Recycling: Dumpster Rules (2026)

Section 15-406 of the Louisburg City Code lets a property switch from ordinary cans or bags to a bulk container once refuse volume gets too large for standard service, or once cans and bags simply become impractical, which in practice covers most commercial and multi-family accounts that Section 15-401 defines as generating commercial waste. The code sets several construction standards for that bulk container. It must be equipped with the appurtenances needed to attach mechanical lifting devices compatible with whatever collection equipment the hauler is using, so the container has to match the lifting mechanism on the City's or the contracted hauler's trucks.

The container itself must be built of durable, rust- and corrosion-resistant material that is easy to clean, and it must carry tight-fitting lids or doors that keep insects and rodents out while still opening and closing easily for the crew. Section 15-406 also requires watertight, leak-proof, weatherproof construction so runoff and odor do not escape between pickups. These specifications sit alongside the general duty in Section 15-404 that the owner or occupant supply an approved container at their own expense and keep waste from piling up near a structure, and the ban in Section 15-410 on placing hazardous materials, such as chemicals, poisons, or infectious waste, into any solid waste container, bulk or otherwise. A bulk container that does not meet these standards is treated the same as any other violation of the solid waste article.
