Section 15-409 of the Louisburg City Code separates heavy, bulky waste from the everyday garbage that Section 15-402 requires the City or its authorized contractor to collect. The section lists specific examples: brush, tree limbs, broken concrete, sand or gravel, automobile frames, dead trees, and other bulky, heavy materials. Rather than folding these into the standard container-based pickup that Sections 15-404 and 15-405 govern, the code puts the expense of disposing of them squarely on the owner of the material or the person controlling it, meaning a property owner clearing brush or demolition debris has to arrange and pay for that hauling separately rather than setting it at the curb for the regular truck.

This dovetails with Section 15-417's closed-vehicle rule, which allows tree trimmings and brush, uniquely among bulky waste, to ride in an open-bodied vehicle as long as the material is tied down to keep it from scattering on the way to disposal. It also connects to Section 15-413, which requires that any hauled waste, heavy or otherwise, end up only at a sanitary landfill, transfer point, or disposal facility approved by the Kansas State Department of Health and Environment, and to Section 15-411's ban on burying refuse anywhere in the city except for lawn and garden trimmings that are composted.

A property owner who instead dumps concrete, an automobile frame, or a dead tree on vacant land or leaves it for the regular collector faces the same violation as anyone else who misuses the article.
