Section 15-413 of the Louisburg City Code makes it unlawful for anyone to haul or cause to be hauled garbage, refuse, or other waste material of any kind to any place, site, or area within or outside the city limits, unless that destination is a sanitary landfill, transfer point, or disposal facility approved by the Kansas State Department of Health and Environment. The section applies broadly: it covers any kind of waste and any hauler, not just the City's own authorized collector, so a resident, a landscaper, or an unlicensed hauler dumping construction debris, yard waste, or household refuse on vacant land, along a roadside, or on someone else's property within Louisburg falls under this ban just as much as dumping outside the city would.

It works alongside Section 15-414, which separately bars anyone but a City-authorized hauler from collecting or transporting solid waste in the city at all, and Section 15-409's rule that heavy, bulky materials like broken concrete or dead trees must be disposed of at the owner's expense rather than abandoned. It also reinforces Section 15-411's ban on burning waste outside an approved incinerator without a variance and permit, and on burying refuse anywhere in the city except for the narrow lawn-and-garden-trimmings composting exception. Together these sections close off every route around approved disposal: no illegal dumpsite, no roadside pile, no unpermitted burn, and no burial, only a KDHE-approved landfill, transfer point, or disposal facility.
