Chapter 15, Article 4 of the Louisburg City Code spells out what residents and businesses must do to get their solid waste picked up. Section 15-404 puts the cost and the duty on the owner or occupant of every dwelling unit or commercial enterprise: you must provide a suitable container for storing solid waste, and you cannot let refuse or other waste materials accumulate within or close to a structure unless it is kept in an approved container in a way that avoids a health or fire hazard.

Before garbage goes into that container, Section 15-408 requires it to be drained of all excess liquid and wrapped in paper or another disposable container, a step aimed at keeping cans and bags from leaking or attracting pests between pickups. To actually complete the pickup, Section 15-407 authorizes solid waste collectors employed by the City, or operating under a City contract, to enter onto private property for the purpose of collecting the containers; this authorization applies only to those City-employed or City-contracted crews, not to any other hauler.

Section 15-410 separately bars putting hazardous items such as explosives, poisons, radioactive material, or infectious waste out with ordinary solid waste, and Section 15-411 makes it unlawful to put waste in someone else's container without written consent when the intent is to dodge the refuse service charge, or to interfere with City or contractor employees during collection. Any of these violations is punished under Section 15-419 through the Section 1-116 general penalty.
