Santee, CA Trash & Recycling: Bin Placement Rules (2026)

Under § 9.02.230(C)(3) of the Santee Municipal Code, every single-family household must place its solid waste, recycling, and organic waste containers at the curb no later than 6:30 a.m. on collection day, and in no case more than 12 hours before the earliest regularly scheduled collection time, without creating a hazard. Section 9.02.230(C)(4) then requires the container to come back off the curb no later than 12 hours after the latest scheduled collection time; if service is interrupted or delayed, the resident gets an additional 24 hours to remove it.

These placement windows sit inside the broader storage duty in § 9.02.230(A), which makes the property owner or occupant responsible for storing solid waste, organic waste, and recyclables so they do not create a fire, health, or safety hazard, or attract flies, rodents, or vermin while waiting for pickup. Commercial and multifamily accounts have their own container standards under § 9.02.230(D), including a requirement that any collector-supplied bin display the collector's name and phone number in letters at least four inches tall. Development Services and the franchised collector both have a role: the collector sets the actual route time within the City's 7:00 a.m. to 7:00 p.m., Monday through Saturday collection window fixed by § 9.02.305(B)(2), and the City enforces the curb-timing rule itself.
