Section 50-33(a) sets the baseline rule for every residential cart: all residential solid waste goes only into the cart, which stays the contractor's property under the city's waste contract, and no resident may remove a cart from the premises or use it for anything other than what the chapter allows. Waste must be set out at a location the contractor's crew and equipment can readily reach before the scheduled collection, and vegetative garden and yard trash has to be kept separate from other solid waste in its own cart rather than mixed in.

Subsection (b) governs yard debris specifically: leaves, pine needles, ornamental shrub clippings, palm fronds and tree trimmings qualify for the cart only if branches are under six inches in diameter, under five feet long and under 50 pounds. Anything bigger, such as thicker tree branches or long palm fronds, has to be cut into five-foot lengths, bundled, and stacked at the curb instead of forced into the cart. Large-volume yard waste that needs a specialized 'claw truck' is collected on an on-call basis, but the city or contractor guarantees that on-call pickup happens no less than once a week.

Subsection (c) covers oversized and white-goods items, such as refrigerators or water heaters, which residents set at curbside and then report to the contractor by phone or through its computer-based tracking system to schedule pickup.
