City Code Chapter 16, Section 2.14(2) sets the earliest a container can go out: no refuse may be placed at the curb or street for collection prior to 5:00 p.m. on the day preceding the scheduled collection day. Section 2.14(3) sets the back end: once collection has occurred, empty containers must come off the curb or street as soon as possible, and in no case later than 24 hours after collection of the refuse. Containers themselves must meet Section 2.5's standards, portable, watertight, vermin-proof, with handles and a tight-fitting cover, capacity between 10 and 35 gallons, with mechanically lifted carts over 35 gallons allowed only with prior Public Works Department permission. Section 2.8 additionally requires containers and contents to be stored between collection periods in suitable places inaccessible to vermin, domestic animals, and insects.
