Chapter 48 - Litter defines the conduct broadly before banning it. 101 defines "litter" as garbage, refuse and rubbish, where "refuse" reaches all putrescible and nonputrescible solid waste including garbage, rubbish, ashes, street cleanings, dead animals, abandoned automobiles, junk and solid market and industrial waste, and "private premises" covers any lot or parcel whether improved or vacant, including its yard, driveway, porch and mailbox. 106, Litter on Occupied Private Property, then prohibits throwing or depositing litter on any private premises in the city, whether the dumper owns that land or not, allowing only an owner's own authorized private receptacles kept so litter cannot blow onto a street, sidewalk or neighboring property.
