City Code Chapter 16, Section 2.2(7) sets the legal definition that governs curbside recycling: 'Recyclables' is defined annually by the Southeastern Oakland County Resource Recovery Authority (SOCRRA), but the code guarantees it will at least include newspapers, inserts, catalogs, magazines, brown paper grocery bags, paperboard, corrugated cardboard, telephone books, clear and brown glass, #1 and #2 plastics, metal cans, metal lids, pie tins, small metal objects, empty metal paint cans, metal aerosol cans, and household batteries. Because the list is tied to SOCRRA's annual determination rather than frozen in the code text, the city can expand or narrow accepted materials from year to year without a code amendment, and residents are directed to SOCRRA's current guidance to confirm what qualifies in any given collection season. Section 2.3 separately makes it unlawful to burn or bury refuse within city limits, which applies to recyclable material that residents might otherwise be tempted to dispose of outside the program.
