Vineland, NJ Trash & Recycling: Bin Placement Rules (2026)

City Code § 620-9.A requires that curbside solid waste and recyclables go only into the City-provided 96- or 64-gallon totes and be placed so they do not impair pedestrian or vehicular traffic. Section 620-10.A then sets the placement rules for properties on municipal collection: containers cannot be placed or kept in any front yard except at designated disposal times, must sit between the curb and sidewalk (or as near the street as safe where there is no sidewalk) so the collector can reach them from the roadway, and cannot project into the roadway or sidewalk in a way that interferes with traffic.

Totes may go out no earlier than 5:00 p.m. the day before the scheduled collection and no later than 6:00 a.m. on collection day itself, and empty totes must be pulled back off the curb no later than 7:00 p.m. on the day of collection. Properties not on municipal collection, such as larger apartment buildings and commercial sites, must instead keep their outdoor containers inside a four-sided enclosure not visible from the street or neighboring properties, and no such enclosure may sit in a front yard under § 620-10.B. The Department of Solid Waste, Health Department, Department of Licenses and Inspections and Police Department all share enforcement authority under § 620-32.
