Vineland, NJ Trash & Recycling: Illegal Dumping (2026)

Section 247-4 bars any owner or tenant of Vineland property from causing or allowing brush, weeds, dead or dying trees, stumps, roots, obnoxious growth, filth, garbage, trash or debris removed from their land to end up on a City or county right-of-way, an easement, or a neighboring property; the material instead has to be collected and either hauled off-site or containerized for pickup by an appropriate sanitation service. A related provision, § 620-31 of the solid waste chapter, separately bars discarding waste of any kind into a container that services someone else's property unless the Cumberland County Improvement Authority has authorized it as a recycling or disposal facility.

Enforcement for § 247-4 runs through § 247-6, which pegs a first offense at a flat $100 fine, a second offense at $500 to $1,500, and a third or later offense at $1,500 to $2,000, with a second offense defined as any conviction within one year of a prior fined violation. Each successive day a violation continues is its own separate offense that can be punished again. Notice of a violation under § 247-5 can be served personally under the New Jersey Court Rules or by simultaneous ordinary and certified mail to the owner's or tenant's last known address, and service is effective even if the certified copy comes back marked refused or unclaimed as long as the ordinary mail was not returned.

The Director of Licenses and Inspections, Director of Public Safety, Director of Public Works and Director of Health, or their designees, can each issue the notice and pursue the fine.
