Vineland, NJ Trash & Recycling: Dumpster Rules (2026)

City Code § 620-1 defines a covered project as any construction, renovation, remodeling, repair or demolition project requiring a building or demolition permit for which a dumpster or roll-off container is placed on the premises for solid waste. Before any activity begins on such a project, § 620-17 requires the owner to file a construction and demolition waste recovery plan with the Municipal Recycling Coordinator identifying the types and estimated quantities of debris, how each material will be managed, the facility or service provider used, and how at least 50% of the generated material will be separated and recycled.

Under § 620-18, the Coordinator reviews the plan, marks it Approved and notifies the Department of Licenses and Inspections, or rejects it in writing with reasons, requiring the owner to revise and resubmit before the building or demolition permit can issue. If meeting the 50% diversion target is infeasible, § 620-19 lets the owner apply in writing for an adjustment, though increased cost alone is not an acceptable justification, and the Coordinator's denial or adjustment decision is issued in writing. After completion but before final inspection, § 620-20 requires the owner to submit a signed debris recovery report and disposal receipts documenting compliance, and § 620-22 allows an appeal of a noncompliance finding to the Director of Solid Waste and Recycling within 30 days, whose decision is final.
