Vineland, NJ Trash & Recycling: Recycling Rules (2026)

Under § 620-13, the owner of any residential property in the City of Vineland answers for recycling compliance, and in a multifamily building the owner or management must set up and run the recycling system, issue collection rules to new tenants when they move in, and repeat that notification every six months during the tenancy; violation notices go to the owner or management whenever the actual violator cannot be identified. Nonresidential generators face parallel duties under § 620-14, including an annual report to the Municipal Recycling Coordinator on the volume and type of material recycled and the hauler used, and food-service establishments must additionally recycle grease and cooking oil and keep records for inspection.

Section 620-24 makes it unlawful for a solid waste collector to pick up trash that is visibly mixed with recyclables or to haul away a bag or container bearing a warning sticker for that reason, and it puts the burden on the resident or occupant to re-sort anything left uncollected. Section 620-33 lets the enforcing official post a warning sticker for a first offense and authorizes an inspection that includes opening bags and totes to check, by sight or sound, for designated recyclable materials. Section 620-34 sets the citywide consequence: any violation of Chapter 620 is punishable under Chapter 1's General Penalty, each day of a continuing violation counts as a separate offense, and a convicted violator must also pay the City's enforcement costs. Fines collected under the recycling provisions go into the Municipal Recycling Trust Fund and can only fund the City's recycling program.
