Vineland, NJ Trash & Recycling: Recycling Requirements (2026)

Article IV of Chapter 620 requires every owner, tenant or occupant of residential and nonresidential property in the City of Vineland, including commercial, industrial, governmental, educational and institutional users, to separate designated recyclable materials from the rest of the solid waste stream under § 620-12. For properties on municipal collection, § 620-9 requires curbside recyclables and trash to go into the City-provided 96-gallon or 64-gallon totes, placed so they do not impair pedestrian or vehicular traffic. Section 620-10 sets the collection clock: totes cannot sit in the front yard except at designated disposal times, must go out between the curb and sidewalk (or as near the street as is safe) no earlier than 5:00 p.m. the evening before pickup, and must come back off the curb by 7:00 p.m. on collection day itself.

Properties that are not on municipal collection must arrange private trash and recycling service; under § 620-9B those containers must be covered and weatherproof, though commingled recyclables can sit in open bins. A commercial, industrial or institutional generator that already recycles independently can apply to the Municipal Recycling Coordinator for an exemption from curbside source separation under § 620-12B by supplying the hauler's name, address and an annual certification of tons collected and recycled. Ultimate responsibility for compliance rests with the property owner under § 620-8G, even in a rental where a tenant creates the violation, and the Division of Solid Waste and Recycling within the Department of Public Works sets the schedules and rules that fill in the program's details.
