Under Sec. 58-70, the amount of bulk yard and vegetative waste set out for collection cannot exceed an area four feet wide by eight feet long by six feet high, or seven cubic yards. Piles bigger than that are removed only by special pickup under Sec. 58-68, and putting out an oversized pile obligates the owner or occupant to pay the special pickup fee. No more than one load of that size may be placed for collection per week, and the pile cannot sit within ten feet of a utility pole, guy wire, mailbox, low wire, tree, storm drain or fire hydrant.

Sec. 58-71 caps ordinary residential and multi-family bulk trash (described in 58-70(a)) at seven cubic yards, collected once a week at no charge, placed adjacent to the pavement or travel way of the street or alley. If refuse or construction debris is mixed in with the bulk yard/vegetative waste, Sec. 58-71(d) reclassifies the whole load as a special pickup and a dump fee applies. Small handfuls of bulk trash that fit inside the resident's city-issued roll-cart may go in the cart instead of on the ground per Sec.

58-70(g). Collection scheduling under Sec. on the scheduled day and never more than 24 hours ahead of that day; putting material out early also draws the special pickup fee under Sec. 58-68(e).
