Sec. 58-83(b)(2) requires commercial refuse be placed where the dumpster can be easily and safely serviced by collection crews and equipment. Dumpsters must be located on private property unless the director of the department of recycling and solid waste management or a designee authorizes otherwise, and they must comply with the city's Design and Construction Standards for Dumpster Pads and Enclosures adopted by the city commission; the property owner is responsible for that compliance, and failure to provide the required enclosure is a Code violation.

Owners within the Deerfield Beach Community Redevelopment Agency area must meet the same standards unless granted a variance under Sec. 58-37(c), though an enclosure already depicted on an approved site plan and built to that plan is exempt. Sec. 58-83(a) lets the city manager or designee determine whether a customer uses a standard dumpster or, where volume justifies it, a residential-type container, with any appeal going solely to the city manager. Sec. 58-83(c) bars parking or stopping any vehicle so as to obstruct a city-owned dumpster, requires city refuse containers to display city logos, bans hazardous waste and dead animals in dumpsters, requires liquid drained before disposal, and prohibits overfilling a container so its lid cannot close. Sec. 58-83(b)(1) sets commercial collection at least once a week on a schedule the city manager sets.
