Sec. 58-106 makes it the responsibility of every single-family resident to separate recyclable materials from solid waste and place approved recyclables curbside in bins or containers the city provides. The section lists the accepted materials by name, including newspaper, corrugated cardboard, plastic bottles and jars, aluminum and steel cans, glass bottles and jars of all colors, magazines, junk mail, paperboard boxes, pizza boxes with food and wax paper removed, books and phone books. Recycling containers may not be set at curbside earlier than 24 hours before the scheduled collection period, and it is a violation to place unlisted items in the marked containers.

Sec. 58-107 imposes a parallel duty on multi-family communities using dumpsters, requiring management offices to provide recycling service for residents. Sec. 58-108 extends the separation duty to commercial accounts. Sec. 58-110 bars contaminating recyclables, prohibits placing solid waste in a recycling container, and makes it unlawful to scavenge recyclable items set out for collection without the owner's or the city's written authorization; once placed at a designated recycling location, the materials become city property.
