Kauai County, HI Trash & Recycling: Bulk Item Disposal (2026)

Section 21-2.3(b) lists what the weekly cart route skips: tires, crates, white goods, sofas, chairs, pipe, auto parts over five pounds, mufflers, tree limbs longer than three feet, and trees or shrubbery cuttings, plus any combined load over one cubic yard. Responsibility for getting rid of those items falls on the owner or occupant of the benefitted property, at that person's own expense, delivered to a County refuse transfer station, landfill, recycling facility or other approved site. Kaua'i runs several such sites: § 21-3.1 opens refuse transfer stations to residential self-haulers driving vehicles up to three-quarter-ton capacity, and § 21-3.3(b) singles out the Līhu'e Refuse Transfer Station as the one location that accepts bulky items such as mattresses, box springs and whole wood furniture from residential self-haulers, something the other transfer stations bar under the same section's three-foot dimension limit on bulky and construction debris.

Debris recycling stations under Article 4 take aggregates, ferrous and non-ferrous metal, greenwaste, gypsum wallboard, mixed construction and demolition debris, white goods and wood debris with no vehicle size limit, per §§ 21-4.1 and 21-4.2. Household refuse that residential self-haulers deliver to County landfills, transfer stations and debris recycling stations is exempt from tipping fees under § 21-9.2(a)(5); businesses and other nonresidential haulers are billed monthly through the Department of Finance. Any violation of these Chapter 21 disposal rules, including dumping bulky items at an unauthorized site, is punishable under § 21-1.6 by a fine of up to $1,000 per offense plus the County's cleanup costs.
