Kauai County, HI Trash & Recycling: Pickup Rules & Schedules (2026)

Kaua'i County Code Section 21-2.1(a) makes it the duty of every owner of a refuse receptacle to remove, or arrange removal of, its contents at least once a week, and separately makes it unlawful for anyone other than an authorized Department representative to collect or remove refuse from receptacles used in the regular County service, protecting the program from unauthorized scavenging of set-out carts. Section 21-2.3(a) authorizes the County Engineer to establish regular collection service for refuse removal, and Section 21-2.3(c) requires that regular County collection run once per week on scheduled days the Department of Public Works sets, expressly for public health and to control flies, insects and rodents.

Section 21-2.3(b) excludes bulky items from the regular route, listing tires, crates, white goods, sofas, chairs, pipe, auto parts over five pounds, mufflers, tree limbs longer than three feet, and tree or shrubbery cuttings with a combined volume over one cubic yard; the owner or occupant must haul these to a County transfer station, landfill or recycling facility at their own expense. Section 21-2.3(d) lets the Engineer set charges, based on actual cost, for installations with unusual locations, refuse types or accumulation volumes that fall outside the standard weekly route.

Section 21-1.6 backs the whole chapter with a penalty of up to one thousand dollars per offense, plus recovery of any County cleanup costs, and treats each day a violation continues as a separate offense.
