Section 95.07(B)(1) removes bulky rubbish from ordinary weekly service regardless of whether it is set out in an approved container: construction or demolition debris, more than one large item of furniture or large appliance per week, cement blocks, bricks, or timbers, and tree limbs or brush beyond the bundle limits are all named exclusions. Division (B)(2) defines "large" for these exclusions as any item with a volume of more than one cubic yard, and directs the Street Department to apply the exclusion reasonably. Division (B)(4) separately bars hazardous materials, or anything requiring special handling under state or federal rules, from any collection at all, listing vehicle tires, propane, helium, and butane tanks, gasoline tanks, and cans of liquid paint, herbicides, poisons, or Freon-containing appliances as examples.

Residents are not simply stuck with excluded bulk items: § 95.08(A) allows the Street Department to collect rubbish that would not otherwise be picked up because of its size, weight, or amount, for an additional charge set by the Board of Public Works and Safety, so long as suitable equipment and manpower are available for the extra run. The fee for that additional collection is paid to the office of the City Controller and placed in the city's general fund, the same billing path used for any other paid pickup under this chapter.
