Chapter 98 does not itself create a citywide recycling mandate; instead § 98.02(A) delegates that decision to the Board of Public Works and Safety, which can launch a special collection program for all households served by city waste collection or for only a subset, and can add or drop households from the program over time. Division (B) gives the same Board, or its designee, the power to decide which materials actually count as recyclable for the program and to update that list as needed; only materials the Board has designated may go into the city-supplied recycling receptacles.

Section 98.04 ties the whole chapter's operation to a Board resolution passed in open session that sets the program's start date, and the chapter's rules stop applying once any such program ends. Section 98.01 defines "recyclable material" by reference to the domestic waste already collected by city crews under § 95.06, and expressly excludes commercial or industrial waste even if it is a type that would qualify for households. Because the authorizing structure runs through Board resolution rather than a fixed program written into the code, verifying whether the program is currently active, and which materials it currently covers, requires checking the Board of Public Works and Safety's own resolutions rather than the ordinance text alone.
