Section 95.08(B)(1) sets the baseline: garbage and refuse must be picked up at least once every seven days from each single-family residence, each unit in an apartment building of four units or fewer, and each manufactured home in a manufactured housing park of four homes or fewer, provided the property is within the Kokomo city limits. Division (2) puts the Street Department in charge of setting collection schedules and any later changes, but requires at least seven days' public notice before a new or amended schedule takes effect; that notice runs through local media and does not need to be a formal legal publication.

Section 95.08(A) also lets residents pay for pickups outside that baseline: rubbish that would otherwise be skipped for size, weight, or amount can still be collected for an additional charge set by the Board of Public Works and Safety, as long as the Street Department has the equipment and crew available, with the fee paid to the City Controller's office for the general fund. Section 95.07(A)(2) separately lets the city contract with other government or quasi-government agencies for collection service on different terms, and any such cooperative agreement already in place when the chapter was adopted stays in effect.
