Section 6.07.010 defines 'excess waste' as any combination of solid waste, garbage, or rubbish equal to the capacity of one standard pickup truck load that cannot fit in the maximum-size approved container under Chapter 6.07; the definition specifically names large items such as furniture, mattresses, and excess bagged garbage, and clarifies that individual items are not excess waste on their own unless their combined volume reaches truck-load capacity. Section 6.07.090, effective with the rest of the chapter under Ord. No. 2025-06 (Exh. A) on March 3, 2025, gives residents the right to place that excess waste at the curb on their assigned collection day, but limits the benefit to twice per year.

Section 6.07.100 then narrows what actually qualifies for pickup even during an excess-waste set-out: hazardous waste and freon-containing appliances such as refrigerators, freezers, and air conditioners, brush and tree trimmings or construction materials from a private contractor, most electrical appliances, lithium batteries, latex and oil-based paints and stains, and sharp objects not secured in a screw-top plastic container are all barred from curbside pickup regardless of the twice-yearly allowance.
