Chapter 8.09 defines a temporary dumpster as any metal storage receptacle for debris or garbage from construction, renovation, demolition, or special-event use, and a portable storage container as a receptacle for personal belongings later moved off-site. Section 8.09.020 bans placing either in a public street, sidewalk, or right-of-way without an Engineering Department permit, though a dump trailer still coupled to a towing vehicle and legally parked is exempt. Section 8.09.030 requires an application listing applicant and provider contact information, container location, and a site plan; the fee is $50 for a seven-day permit, renewable for another $50 per seven-day extension at the Engineer's Office's discretion, and the Engineer's Office may deny placement that would create a public nuisance or hazard or where a viable alternative location exists off the right-of-way.
