Unless otherwise approved by the City, bulky rubbish shall be collected by request of the property owner to a solid waste hauler.

Section 25-1 defines 'bulky rubbish' as solid waste from a dwelling or a commercial, industrial, institutional or agricultural establishment that is either too large or too heavy for a solid waste hauler to safely and conveniently load into a transportation vehicle with the equipment on hand. 13, and unless the City has approved another method, the property owner has to request the pickup directly from a licensed solid waste hauler. B separately requires that any bulky rubbish stored outside be screened so it is not visible from any street, public or private alley, roadway or parking lot, except when it is set out for pickup.
C-D, it is unlawful to dispose of bulky rubbish at any site not approved by the City and the Missouri Department of Natural Resources, or to have it collected by a hauler operating without the license required by Article II of Chapter 25. Because a solid waste hauler is only obligated to take waste that is prepared and placed in compliance with the chapter, § 25-127 lets a hauler refuse to remove bulky rubbish that isn't bundled to the Director's specifications, leaving the generator responsible for arranging compliant disposal.

An uncorrected violation defaults to the citywide penalty in § 1-13, a fine up to $500 and up to 90 days in jail, with each day of continuing violation treated as a separate offense.
