5 of the Property Maintenance Code adds IPMC Section 310, Portable Storage Containers and Roll-Off Trash Containers, covering temporary units delivered to residential property, as opposed to a permanent dumpster regulated separately under the Unified Development Ordinance. Containers must be delivered and kept in good condition, free of rodents, insects, graffiti and vulgar or pornographic images, with upkeep the joint responsibility of the property owner and the supplying company. Placement rules bar containers from public property or the City right-of-way; a portable storage container must sit on a paved surface at least 11 feet behind the edge of the street or alley curb, or pavement edge where there's no curb, without encroaching on a neighboring property or blocking an emergency escape opening; roll-off containers carry the same encroachment and emergency-access restrictions and must stay at least 5 feet from combustible walls, openings or roof eaves.

Duration limits differ by property type. On a one- or two-family home or townhouse, a portable storage container or roll-off container can stay up to 14 days per use, for up to three nonconsecutive uses a year. Apartment and multifamily complexes get a different schedule: one occurrence per month up to 6 days, or two occurrences per month up to 3 days each, with a written request to the Codes Official required to keep a container beyond 6 days in a month; total roll-off days on a multifamily property are capped at 72 within a year, though the Codes Official can administratively approve up to 90 days. Exceptions exist for an active building permit, a Mayor-declared disaster area, or an approved special-use or special-event permit.
