Section 25-89 requires residential solid waste containers to be stored on the residential premises, while commercial containers must be stored on private property unless the City has given written permission to use public property instead; either way the storage site has to be well drained and fully accessible to collection equipment, public health personnel and City inspectors. A requires every dwelling, business, institutional, industrial or agricultural establishment that generates solid waste to provide sufficient containers, maintained in good repair, for everything except bulky rubbish and demolition and construction waste.

B adds the screening rule this citation is best known for: containers and bulky rubbish must be screened so they are not visible from any street, public or private alley, roadway or parking lot, except when they are actually placed out for pickup. Section 25-87 specifies what a residential container has to look like: leakproof, waterproof, fitted with a flytight lid kept closed except while loading or emptying it, equipped with handles or another lifting feature, tapered for easy emptying, and made of galvanized metal or of rubber, fiberglass or plastic that will not turn brittle in cold weather; approved disposable sacks may also be used, and biodegradable paper containers are allowed for yard waste.

Section 25-88 holds commercial containers to the same waterproof, leakproof and covered standard, subject to Director approval under § 25-2. Section 25-90 lets the City collect and dispose of a container that does not meet these specifications along with its contents.
