Code Sec. 25-86 requires containers screened so they are not visible from any street, alley, roadway, or parking lot except when placed for pickup, and Sec. 25-89 requires residential containers stored on the premises. Containers must be leakproof, waterproof, and fitted with a flytight lid (Sec. 25-87). Under Sec. 25-121, containers may be placed at the curb or alley only on the regularly scheduled collection day. Scavenging from containers set out for collection is prohibited under the anti-scavenger provision (Sec. 25-124).
Improperly stored or early-set-out bins violate Chapter 25 and the Property Maintenance Code; fines start at $50 and rise to $500 for repeat offenses.
