' Compact items weighing between ten and 75 pounds do not need to go in a container or bundle at all. Business establishments must use the same container standards as households, though they can apply to the health officer for permission to use larger containers if their volume of trash exceeds residential limits. Subsection (d) backstops the whole section: it is unlawful to let trash, other than bulky trash covered by the bundling exception, pile up on a property except in a container the health officer has approved under this section's specifications.

Because Chapter 31 does not carve out a separate large-item or brush pickup program with its own schedule or fee, a resident's only path for a couch, mattress, or bundle of fallen branches under the code is this bundling standard, collected by the same city trash collector described in Section 31-7 for single-family homes and buildings of four units or fewer. Anything that will not fit the bundle limits, such as a discarded appliance or a full truckload of construction debris, falls outside the routine curbside service, and Section 31-11(b) requires the resident to arrange collection with a private, permitted trash collector instead.
