Section 31-7(a) ties household garbage collection to the garbage and trash collection contract the unified government has signed, and the city collector picks up with whatever frequency that contract specifies; garbage not defined in Section 31-1 is not eligible for this service. Subsection (c) fixes the scope of the mandatory service: the city trash collector "shall collect all trash from all single-family dwellings and from all multifamily dwellings with four or fewer units," meaning larger apartment buildings and most commercial or industrial sites fall outside city pickup and must arrange collection through a private, permitted hauler under Section 31-11(b).

Subsection (b) sends commercial, business, and industrial garbage to a private collector on a schedule set by the health officer rather than the city's published residential schedule. 40 when the fee began in 2015.
