Section 31-17(a) states the solid waste services fee "has the purpose of paying for the service of collection and disposal of solid waste, of paying the cost of a residential recycling program, and of raising revenue to fund the solid waste collection and disposal costs of the unified government," and the revenue also covers household hazardous waste handling, community cleanups, and the Solid Waste Environmental Liability Fund created by Ordinance No. 65837. §§ 12-137 and 12-138. 00 effective January 1, 2023, the rate still in force.

Every single-family residence and every residential unit in a building of four units or fewer pays it, billed through the board of public utilities alongside water service. 00 rate is not fixed permanently. A resident who wants to contest the fee can file a written appeal with the unified government clerk under Section 31-17(c)(1), stating the decision being appealed, the grounds, and the relief sought, but the county administrator's ruling on that appeal is final and filing it does not stop collection of the fee in the meantime. Section 31-18 directs the collected money into a dedicated 'solid waste services fund' enterprise account rather than the general fund.
