Trash pickup in the City of Casper is not a competitive, resident-choice service for most households. Section 8.32.025(A) gives the city exclusive control over the collection and disposal of residential solid waste within the city limits, carving out only portions of the Riverwest and Paradise Valley subdivisions, and the same section extends that exclusivity to developed subdivisions annexed into the city, unless a private contractor already serves the area, and to newly annexed undeveloped subdivisions. Because collection is centralized, Section 8.32.050 sets the schedule residents must follow: containers must be placed at the curb by seven a.m. on the day of collection and removed by six p.m. of that same day, once the city has actually collected the waste, unless the container is completely housed in a decorative enclosure that keeps it out of view between pickups.

The same section gives commercial accounts a wider access window, four a.m. to six p.m., Monday through Saturday, for the collection vehicles to reach dumpsters and other commercial containers, and it lets residents put extra refuse out for a special pickup no more than twenty-four hours before the scheduled collection day, so early set-outs beyond that window are not permitted. A violation of any provision in Chapter 8.32, including the curb-timing and extra-pickup rules, is punished in accordance with Chapter 1.28 of the code under Section 8.32.200, and Section 8.32.190 lets the city manager or a designee enforce noncompliance by issuing a citation or summons to appear in municipal court.
