The Casper City Council delegated day-to-day authority over residential trash collection to the city manager under § 8.32.030, which empowers the manager to prescribe rules governing the manner and timing of collection, removal and disposal of solid waste. Section 8.32.025 makes the city the exclusive collector of residential solid waste within the city limits, carving out only portions of the Riverwest and Paradise Valley subdivisions and any developed subdivision already served by a private contractor at annexation. Newly annexed undeveloped subdivisions default back to city collection.

Section 8.32.050(A) sets the operative pickup window: residential containers must be at the curb by 7:00 a.m. on the scheduled collection day and removed by 6:00 p.m. that same day, unless the cart is fully housed in a decorative enclosure. Commercial accounts on alley or curb service must keep containers accessible to city collection trucks between 4:00 a.m. and 6:00 p.m., Monday through Saturday, and a vehicle blocking that access can be ticketed. Fees for collection are billed at least monthly under § 8.32.070, and any partial payment is credited first to solid waste charges ahead of water and sewer. Enforcement runs through the city manager's designee, who may issue a citation to municipal court under § 8.32.190 for noncompliance.
