Casper, WY Trash & Recycling: Dumpster Rules (2026)

In the City of Casper, Section 8.32.050 of the municipal code governs where commercial refuse containers and roll-off dumpsters must sit. Containers serving commercial entities go on private property adjacent to the alleyway where one exists, or at the curb of the street on lots that are contiguous to an adjacent alleyway, positioned so collection crews can reach them without obstruction; a vehicle parked in a way that blocks that access can be ticketed. Solid waste collection vehicles are guaranteed access to commercial containers between 4 a.m. and 6 p.m., Monday through Saturday, under the same section.

Section 8.32.040(B) sets the container specifications businesses must meet: garbage and refuse go in covered metal or plastic containers designed to keep contents from blowing away, drawing animals, or breeding flies, and any container without mechanical lifting equipment is capped at 45 gallons and 50 pounds. Commercial bins other than barrels must meet ANSI pull-strength ratings and carry safety markings reading 'Notice - Containers must be placed on a flat, level surface' and 'Caution - Do not play on or around.' If a container fails those specifications or poses a health or safety hazard, the city posts a condemnation notice; an owner who has not replaced the container after two successive pickups is in violation under Section 8.32.040(B)(7).

Section 8.32.050(F) separately makes it unlawful for anyone other than the owner, the owner's agents, or the city's authorized hauler to tamper with a refuse container, remove its contents, or move it from where the owner placed it.
