Section 8.40.070 sweeps broadly: it is unlawful for any person to throw, discard, place, deposit or distribute litter, or cause or allow that to happen, in any manner or amount on public or private property within the city, unless it goes into a container or area lawfully provided for it. 'Litter' is defined in § 8.40.010(C) as garbage or refuse or any combination of the two. Related sections extend the ban to specific dumping scenarios: § 8.40.050 bars accumulating construction or demolition debris on a job site for 30 days before, during or after work unless it is kept in a covered container, and § 8.40.100 makes an unsecured vehicle load that spills material onto a roadway prima facie evidence of a violation.

Enforcement runs through municipal code enforcement officers, city police officers, and the city manager's designee under § 8.40.110, who may prepare a written citation under § 8.40.120(A) complying with the Wyoming Rules of Criminal Procedure. Section 8.40.120(C) sets the consequence: violators are punished under the Chapter 1.28 general penalty, and anyone found guilty of littering within the city limits must also reimburse the city for every cost it incurred removing or cleaning up the dumped material, on top of the fine itself.
