Section 12-30 sets the minimum collection schedule. Residential and commercial waste is collected a minimum of two times each week on regularly scheduled days, except Sundays. Commercial properties that claim it necessary can have daily collection service, again except Sundays, and where necessary to protect the public health the city has authority to require more frequent collections. Under subsection (c), the director of public works or a designee can approve a change to those frequencies.

Service is mandatory. Section 12-22 requires every owner, tenant or resident of a single-family or multi-family dwelling, every commercial property owner and every developer of a construction or demolition site to use the city's franchise contractor for waste collection and disposal, and to pay for it. The compulsory service includes a minimum of two garbage pickups per week unless the director of public works or a designee modifies and approves it. Section 12-23 requires anyone providing collection in the city to hold a franchise agreement that includes a franchise fee.

Other sections tighten the schedule for specific customers. Under section 12-32, restaurants and other establishments with waste foods that have an offensive odor can, upon the judgment of the city, be collected on Saturday or Sunday on request or on the recommendation of the county health department, and rubbish collection for those establishments is a minimum of three times per week. Construction and demolition waste must be removed from a site within 48 hours after a container reaches full capacity, except on Sundays (section 12-31). On collection day, section 12-29 lets residential curbside customers set out carts and materials no earlier than 4:00 p.m. the day prior and requires them out by 7:00 a.m. Article II was rewritten by Ordinance No. 2023-003 on April 27, 2023.
