Section 12-29 of the Coconut Creek Code sets two clocks for every kind of material the city's franchise contractor collects: garbage, rubbish, bulky waste, construction and demolition waste, and yard waste. Nothing goes out to the placement point described in section 12-28(1) before 4:00 p.m. on the day preceding the scheduled collection. After the truck comes, empty receptacles and anything the crew did not take, for any reason, must be picked up by the person in possession, charge or control of the property and returned to their normal place no later than 9:00 p.m. on collection day. Residential curbside customers face a tighter morning deadline: carts, yard waste, bulky waste and construction and demolition waste must be at the designated areas no earlier than 4:00 p.m. the day prior and no later than 7:00 a.m. on the scheduled day.

Where the materials go is set by section 12-28(1). Placement is in the swale between the street pavement and the sidewalk line unless backyard pickup is specifically contracted for, and no mailbox or fence can stand within three feet of a receptacle or loose waste. Section 12-28(2) keeps storm drains clear of carts and bags. Carts kept in the side or rear yard must be screened by hedges, walls or fencing so they are substantially hidden from the street, and carts or debris cannot be stored in the front yard.

Service itself is compulsory under section 12-22, with a minimum of two garbage pickups per week unless the director of public works or designee approves a change. Section 12-30 requires residential and commercial waste to be collected at least twice each week on regularly scheduled days, except Sundays. Bulk days carry size limits under section 12-28(4): no more than three cubic yards of construction and demolition waste, and only from a resident's do-it-yourself project, plus six cubic yards of yard waste. Under section 12-26(b), tree limbs larger than four inches in diameter or longer than four feet are not collected, palm fronds excepted, although limbs over four inches are taken if cut to lengths one person can safely handle. Section 12-28(5) requires waste not collected within twelve hours of a pending storm to be removed from the roadway and secured by the property owner or tenant.
