Section 12-28(4) sets the bulk collection limits. The city collects no more than three cubic yards of construction and demolition waste on any scheduled bulk collection day, and collection occurs if and only if the resident generated the waste from a do-it-yourself project. All contractor-generated waste must be removed by the contractor. Other bulky waste that is not construction and demolition waste is not subject to a size limitation, and yard waste is limited to six cubic yards per scheduled bulk collection day.

Section 12-21 defines bulky waste as a large discarded item that a customer discards from normal housekeeping on their own premises and that cannot be placed in a garbage cart or garbage can because of its size, shape or weight. The definition names furniture, fixtures, white goods and large pieces of carpet. Under section 12-26(c), bulky waste, including construction or demolition waste, is disposed of as provided in the city's franchise agreement for solid waste collection.

Timing follows section 12-29: bulky waste and construction and demolition waste cannot be set out before 4:00 p.m. the day before the scheduled collection, and residential curbside customers must have it at the designated area by 7:00 a.m. on collection day. Placement follows section 12-28(1), which puts collection in the swale between the street pavement and the sidewalk line where conditions permit, with no mailbox, fence or other fixed structure within three feet. Section 12-31 requires construction and demolition waste in the city to be hauled by the city's exclusive franchisee, with any exemption in writing from the city and kept on site. Any unauthorized accumulation of rubbish or trash on a lot, street or other public place is declared a public nuisance under section 12-28(3).
