Section 12-28(1) says placement for collection is in the swale area between the street pavement and the sidewalk line where conditions permit, unless backyard pickup is specifically contracted for. Nothing permanent or fixed, such as a mailbox or fence, can be within three feet of a receptacle or loose waste. Garbage carts stored in the side or rear yard must be screened with hedges, walls or fencing so they are substantially hidden from the street, and carts or debris cannot be stored in the front yard. Loose yard waste must be neatly stacked in the same location.

Section 12-29 sets the clock. Materials cannot be set out prior to 4:00 p.m. the day preceding the scheduled collection. Empty receptacles and anything not collected for any reason must be picked up and returned to the normal storage place no later than 9:00 p.m. on collection day. Residential curbside customers must have carts, yard waste, bulky waste and construction and demolition waste at the designated areas no earlier than 4:00 p.m. the day prior and no later than 7:00 a.m. on the scheduled day.

Other rules shape the cart itself. Under section 12-25(c), residential garbage carts hold no more than 96 gallons and no less than 32 gallons and carry the city's logo, and section 12-25(f) requires a cart to be completely enclosed with a floor and siding and to be waterproof and rodent proof. Section 12-28(2) bars placing carts or bags on or over a storm drain, or so close that the elements draw them in. Under section 12-28(5), all waste not collected within twelve hours of a pending storm must be removed from the roadway and secured by the property owner or tenant.
