Sec. 90-97(a) makes collection service mandatory citywide: every dwelling or commercial establishment must have solid waste collection service and city manager-approved garbage facilities. The code splits the market by building size and use. Under subsection (b), single-family residences and multifamily buildings of eight units or fewer are serviced by single-family waste contractors. Under subsection (c), commercial establishments, industrial uses, hotels, roominghouses, and multifamily residences of nine or more units are serviced by franchise waste contractors, which pay the city a percentage of gross earnings under a franchise agreement (Sec.

90-2). The minimum service frequency is set separately in Sec. 90-100(b): garbage must be picked up at least twice a week regardless of contractor type, with the city manager authorized to approve container capacity and collection frequency for individual properties. Enforcement runs through Sec. 90-36, which lets a designated inspector enter a property to check compliance and issue a written notice of violation. Going without required collection service is a specifically priced violation: Sec. 00 fine for an owner, occupant, operator or manager found without garbage collection service where the chapter requires it, and Sec. 00 fine, per owner, for separately owned properties sharing one service without the required arrangement.
