City Code Sec. 5-2 makes the city's solid waste department responsible for collecting and disposing of all garbage and trash citywide except where a franchisee already handles it, and gives the department director authority to set the type, frequency, and amount of service by administrative rule. Every residence that isn't part of a new residential development must subscribe to city garbage collection and pay the required fees; every new commercial establishment or new residential development, by contrast, must use a city council-authorized franchisee, and it's the owner's or tenant's responsibility to ensure enough containers and scheduled collections to handle all garbage generated.

A franchisee ending service must give the code enforcement department and city manager's office at least 7 business days' written notice and mail the same notice to the affected owner or tenant. Sec. 5-2(c) requires all residents, occupants and HOAs to keep refuse containers large enough to hold four days' worth of garbage and trash. Sec. 5-7 sets the actual pickup cadence: containers must be emptied and contents disposed of at least twice a week for both residences and commercial establishments, and it is unlawful to let garbage or trash accumulate on any premises for longer than four days.

Multifamily buildings with 12 or more units and new commercial establishments must also subscribe to recycling, with multifamily properties recycling at least five material types and commercial establishments at least three, per Metro-Dade County ordinance chapter 15, section 15-2.
