5-6(a) bans depositing bulky trash, yard and garden waste, noncombustible refuse, white goods or nonpolluting industrial waste anywhere in the city except as this chapter directs. Subsection (b) gives each residence a semi-monthly curbside collection of not more than ten cubic yards of that material, though homeowner's associations for new residential developments must contract with a franchisee for the service rather than rely on the city. Subsection (c) requires residents to set the pile on the swale, parkway or curb directly in front of the property, no earlier than the day before scheduled pickup, and it can never exceed ten cubic yards.

Commercial establishments are excluded from these bulky pickups except for yard and garden waste, and must otherwise use their own containers or a licensed landfill, though a commercial property with residential tenants (apartments or mobile homes) can get a pickup for the property as a whole. Subsection (h) keeps yard waste separated from other bulky items so the city can mulch it, and subsection (h) again bars placing yard waste within five feet of a wall, fence, guy wire, vehicle or other obstruction that would impede collection.

5-8, caps a separate benefit for do-it-yourself work: each residential unit gets one collection of up to one cubic yard of construction or demolition debris from minor home improvements performed by the resident, while spent oil, grease, tires and auto parts are never picked up by the city. Anyone who dumps bulky waste outside these terms is responsible for cleaning it up, or, if the city has to clean it up instead, for reimbursing the city's cost.
