Sec. 90-2 defines "bulky waste" as large items of household refuse, including without limitation appliances, furniture, accumulations from major tree cutbacks exceeding ten inches in diameter and four feet in length, large crates, and like articles. Sec. 90-100(c)(4) then assigns responsibility for it plainly: bulky waste "shall be disposed of by the person(s) who generates the bulky waste," placing the obligation on the resident or business, not automatically on the city or a franchise contractor's routine route. Bulky items fall outside the standard twice-a-week garbage capacity rules that govern residential and commercial refuse under the rest of Sec.

90-100, since they require separate handling rather than fitting inside a 30-gallon can. Disposal that isn't handled properly is treated the same as any other illegal disposal: Sec. 00 for a second or subsequent offense. As with other solid waste violations, enforcement starts with a Sec. 90-36 notice of violation from a designated city inspector, and a cited party has 15 days to pay or request a hearing before a special magistrate under Sec. 90-38 before the city can pursue a lien or further collection under Sec. 90-37.
