Sec. 90-105(a) sets up the choice: an owner or occupant serviced by the city may either containerize garden trash or bundle tree and shrubbery trash for city collection, or transport it to a regulated stash area and deposit it there at their own expense. Subsection (b) limits how early material can go out: containerized or bundled material can't be placed at curbside sooner than the evening before the scheduled collection day. Subsection (c) sets weight limits for contractor pickup: garden trash must go into cans, containers, plastic bags or other weatherproof containers strong enough to hold the material but not exceeding 50 pounds, and tree and shrubbery trash must be tied into bundles of the same 50-pound cap, both left at the curb for the regular collection day.

Subsection (d) covers "special handling garden trash," which is collected only from city-serviced accounts on a date mutually agreed with the city, distinct from routine curbside pickup. Subsection (e) makes all garden, tree and shrubbery trash pickup subject to a fee set by the city manager and approved by the city commission. The regulated stash areas referenced in subsection (a)(2) are established under Sec. 90-106, which lets the city or an approved private contractor run them under commission-approved rules and a public fee. Illegal disposal of garden, tree or shrubbery trash outside these channels is priced under Sec. 00 for a second or subsequent offense.
